If you are getting married while in Israel or the West Bank you will need a letter of no impediment. This letter states that you are single. You will need to apply for this letter at the Embassy. Once you have this letter you will need to have it translated as well as having it certified.

You can then use that letter and its translated and certified version to register your marriage. Once this has been completed. You can now use that marriage certificate, have it translated and certified for your spouse to follow you to Canada. This can be a spouse visa or a partner visa for Canada.

If you are going to visit Canada then a Canadian tourist visa or a Canadian study visa is available. See the requirements for these visa types. There are also other Embassies in the region and beyond. These are the Canadian Embassy in Lebanon as well as the Canada Embassy Mumbai which is in actual fact a Consulate.

Then the Canada Embassy in Ghana which is actually a High Commission. These tend to be very popular international destinations for Canadians.
