You will note that the Canadian Embassy in Washington does not offer regular passport services. If you do lose your passport while in America then you will need to report the lost or stolen passport to the police. They will provide you with a notice that you have reported the loss. The case number will allow you to obtain an emergency travel document. So you will need to visit the Embassy and then complete the forms for your reported stolen or lost passport. From there they will process it and provide you with an emergency travel document.
There are many Consulates in America for the Canadian government. If you need consular assistance then you would have to contact the Consulate closest to where you are.
