If you lost your passport while in Kazakhstan you must report this to the police. The police in Kazakhstan will give you a card with the case number on. This is to show that you have reported your passport lost or stolen. Once this is complete you need to go to the Canadian Embassy in Kazakhstan to apply for a new passport. You will need to complete these applications forms and add the police case number to this passport application. This will get processed by the Embassy and they will issue you with a temporary travel document to return home or a new passport. This Embassy does have the ability to issue passports.

Should you wish to legalise or seek the services of a notary you can now make an appointment for one. Part of the services for consular services is that of access to a public notary. The Canadian Embassy in Kazakhstan can provide this service by appointment.

If you have given birth then you will need all the government documents for the birth. Have this translated and certified. You will then go to the Embassy and complete the forms with all the translated and original documents. The birth registration normally requires you to being the child to the Embassy as well.
