If you are a Canadian citizen in the Netherlands then you can ask to the Canadian Embassy for assistance to register your marriage abroad or even a Canadian citizen born abroad. They can also assist you if you have been in an accident or issue you a new passport ot renew your Canadian passport.

The Canadian Embassy in Holland will be able to assist you should you lose your passport while in Holland. You will need to report the loss to the Dutch police and they will provide you with a case number. This needs to be taken back to the Canadian Embassy. You will need to complete the needed forms and then add the police report with the case number as well. Once this is done they will provide you with a temporary or emergency travel document. In you live in Holland then you will need to apply for a new passport. Note that there is no Canadian Consulate in the Netherlands only an Embassy.

If you are getting married then you will need a letter of no impediment from the Embassy. This to get married in the Netherlands. This will need to be translated and certified. You will then get married in the Netherlands. Once done you will need to translate and certify your marriage certificate. Then apply for a spousal visa for Canada to take you spouse back to Canada.

If you gave birth then the original documents of the birth from the Dutch government will need to be translated and certified. Then taken to the Canadian Embassy in the Netherlands to register a Canadian born abroad. You can see from the map where the Embassy is located in The Hague.
